Opening an account
Use ExpressAddress, phone Customer Service or visit City Hall. New accounts need the names and birth dates of adults living at the address, two accepted identification records for each adult, the service address, possession or lease-start date, mailing address, income source, contact numbers and an alternate emergency contact.
The city may require a deposit when a satisfactory payment history has not been maintained. The deposit is based on an average two-month bill, not a fixed amount for every household. It is held for at least two years and may be refunded to the account after satisfactory payments.

Closing service and setting up online access
For a move-out, supply account-holder names, the service address, final-bill mailing address and service-end date, normally possession or lease-end day. If you close before a deposit is refunded, it is applied against outstanding charges; a remaining credit after final billing is refunded by cheque.
In October 2026 MyProperty replaces My Utility Account. After connecting, use the personal access code to create a MyProperty account for optional online notices and detailed utility billing. Opening the utility account and creating online access are separate steps.
